Learning-Centered Schools was developed by Karen J. Brock, PhD, an educational researcher and consultant with decades of experience working alongside schools and districts.
Her work draws on long-standing research in school improvement, leadership, and instruction, as well as practical experience supporting educators in complex settings.
The framework reflects a belief that meaningful improvement happens when learning, leadership, and collective practice are intentionally aligned.

We had expectations for what working with her would be, but she truly surpassed them.
She has been incredibly helpful in assisting [with] launching a district-wide vocabulary routine that I believe will significantly and positively impact our students’ performance."
Drawing on more than three decades of teaching, research, and hands-on school improvement work, Dr. Brock developed a framework designed to support meaningful, lasting change. The Learning-Centered Schools approach helps schools move toward high-impact teaching and learning in every classroom.
The six-factor framework builds on existing strengths and provides a clear focus for improvement. Dr. Brock has partnered with more than 100 schools and districts, helping leaders use Title I and state funds strategically to strengthen instruction and improve student achievement.
Her work spans all levels of K–12 education, with a consistent focus on school improvement. Through thoughtful leadership and effective professional learning, she supports schools in working toward becoming highly effective learning communities.
By organizing the six factors into a shared model for administrators, teachers, and the broader community, the framework offers a practical blueprint for implementation. Grounded in evidence and focused on results, it supports school improvement efforts that are clear, aligned, and actionable.
